is the city defense promotion ever useful?

pick city defense for two promtions

or if the city is built in anykind of special terrain.
I then will choose hills, forrest etc, what the case may be

I have seen some of my defense values exceed 100%

About that defense over 100, I seen that too. I had an Explorer with full promotions on a hill with forest fortified with a river for the enemy to cross.

Its defense value was so high above 100 around 256 the computer thinks it is infinite, the AI would NEVER attack it!

It was at a choke point to my last city on a penisula. It allowed me to build up a sizable force to break out and win the game!

A small bug that coud be exploited. A rare occurance to have that much defense. Above a certain number, it must get confued. 256 is the biggest 8 bit number I think.
