No ai advantages, is it possible?

I wonder if it would be possible to mod the game so that the ai played with exactly the same settings as the human. No 10 shield bonus, no maintanence bonus, etc. Obviously there would be no overt unit or barbarian bonuses. I would like to modify the Chieftan setting (or whatever the lowest one is) so that the ai and the human had identical settings. Just out of curiosity to see how well the ai would do.

I thought that is what Noble was, no advantage?

There are differences even on Noble, some are advantagous to the AI, some to the human.
