Put that together with another +2 for Vassalage and +4 with Barracks and you have an immediate 2 free promotions and very close to a 3rd. Get the Pentagon later and look out.
The non spread of non state reigions is no biggy. You could use it to keep a rival from getting line of site to your cities or more gold but other then that it's no biggy at all.
Without Theocracy I have non-state religions spread all the time on their own. Again a good thing as now I can build another temple/monastary and cathedral to the new religion which only helps me. I see the non spread of non state religions as actually a drawback to getting the free +2 exp for military.
