One of the fun features of SMAC and SMAX is the ability to 'frame' someone else for your spy's misdeeds!
The potential for breaking up pacts and general mayhem without being held responsible is one of my favorite techniques. This probably says something terrible about my personality...
I don't know if any CIV4 developers read this or are interested in future features, but if they do (and are), I would encourage them to think about implementing this, as it would not require a huge amount of extra programming.
I do not know how much can be changed via XML - perhaps we can do it when the SDK becomes available?
