    in civ 4 map i chose that condition but the ai keeps building settlers
    i thought 1 city challenge means only 1 city for all opponents?

    No, the AI can build more, you can build only one.

    Wouldn't be much of a challenge otherwise, would it.
    Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

      in that case its just not possible to win because the ai keeps building cities and the score is made up partly by your population if i want a 1 city challange i want that just 1 city from all ai's

        One city challenge has been around for a long time. Trying to bet the computer with only one city made the game more of a challenge.

        If you play one city challenge, you have to attack and destroy enemy civs a lot.

          The option was added for a group of Civ2 players who have tried to beat each other's scores in One City Challenge-games since something like '98. OCC including 1 city for all AIs would require a whole new separate AI model, I suppose. But it's not a bad idea.
