Does anyone else find it ironic that corruption increases as you get further from the capital? Has anyone ever sat in on a D.C. lobbying-group meeting?
If anything, corruption should be related to city size, anti-corruption buildings, number of units in the city, etc. I think a simple distance penalty is kind of silly. And, yes, I know you can offset this with certain actions, that's not the point of this thread.
