      The noise is the same for the first person to sail around the world. Maybe its just the "someone did something first" noise.

            I thought it was a 'someone beat you to xy' thing, but apparantly you hear it when you do something first yourself as well.

                I don't like the "eerie" sound, period, it's particularly eerie when it plays when YOU do something first.

                            The sound effect plays because the first civilization to discover Liberalism recieves a new technology, like Philosophy used to do in Civ2 and Civ3.

                            Same type of reason for circumnavigating the globe - the first civilization that does it recieves +1 movement to all ships.
