deadly error

I am getting the following error message whenever I try to either remove, reload or play Civ4 on my Pentium4 3.2 gig, 512mb RAM machine.
error (-5009:0x8002802b)
How do I deal with it please?

Turns out I had a bad motherboard. All is now well
