I was wondering how to get more than one city when playing OCC. I realize that this seems like an odd quetsion, but I have played several times and have come upon AI players that have taken over other cities. I just can't figure out how this is done. Any ideas?

OCC means that the player only gets one city, not the AI's. It's an extra handicap if you think you need it....
OCC was originally used in CivII and SMAC as people found even the highest difficulty too easy, and this gave an extra challenge, but Civ 4 is the first game in the series to have this game option hardcoded.

But as for OCC I believe its a matter of taste whether you take any cities for yourself. But then again.. Ive never played it... I suck when matters come to culture..Siga El Conejo Blanco
