hi. i just purchase civ 4. i know that you can pay for a unit or a building in civ 3. does civ 4 have that feature where you can pay and instantly build units or buildings? i've tried to look around but failed. thank you.

You can only rush buy units or improvements if you're under the Universal Suffrage civic (You can use population to rush units or improvement if you're under Slavery, too). If you're not under Universal Suffrage, you can't rush.
