I just started a game with the Permanent Peace/War option but apprently every one of the 12 civs are at peace and obviously no one can declare war. So is there a way to predetermine who's at war with each other?

How does Permannet Peace/War work?

The way I understand it, Always Peace means that no Human or AI player can declare War, and likewise, Always War means that no Human or AI player can negotiate Peace.
Always War means that you and all the other human and/or AI are at war with eachother the entire length of the game.
And always Peace is just the opposite.
If you need to see who is at peace/war with who, just hit the Foriegn Advisor (F4?) at the top right corner of the screen.
If you can't figure out which button it is, just hover over each of them one by one, and at tip box should tell you which is which.
Oh, and the quickest way to see who You are at war with is the list of AI's you have contact with in the lower right corner of the screen. Civ's you're at war with say so in capital red letters "WAR".

Haha thanks for the very detailed explanation but what I was after is not 'Always Peace' or 'Always War' but rather an option on the very bottom of the custom screen called 'Permanent Peace or War'.
I understand how the first two works but has anyone noticed the last one and how it works? I thought you could choose before the game who's at war with who but that's not possible. And when I started the game everyone was at peace and no one was at war. I thought it might be random but with 12 civs all at peace that doesn't seem likely..

I just tried my first game with it, and it seems like everybody is at peace (though I haven't met everybody yet)
They should have made this option something like this:
At the beginning of the game (before the game starts) all civs are split into 2 groups, where everybody in one group is at war with everybody in the other group. You can't declare war or make peace. But all civs are still playing for himself, so no shared techs, sight, wonder-effects, or whatever
When one group has been killed, the surviving group splits into two. Both groups are as equal as possible (same number of Civs with a high score, and same number of Civs with a not so good score)... The same rule as before goes for these two groups: Group 1 is at war with group 2 with no possibility to sign peace
This goes on until there's just one winner
In such a game it'll be much harder to get a good map of the enemy lands
War weariness is deactivated for this game
Of course the game could end before that if a civ wins the game with one of the other winning conditions (if activated)
I don't know about you, but this sure sounds more interesting in just permanent war/peace without any chance of getting to war with ones friendsThis space is empty... or is it?

I’m at work as well, so no checking.
But you can open the World Builder and for each Civ you can determine whether they start at war or peace (default) with another Civ. I imagine teams could be picked that way.
Never tried it so I don’t know how that plays out in the Permanent War/Peace option. And I don’t know if there is an mechanism to keep members from the same “team” from starting wars with each other (leading to the chaos often seen from Civ 3’s Mutual Protection Pacts). But my guess the key is probably in there somewhere."Guess what? I got a fever! And the only prescription is ... more cow bell!"
