Can you tell me what is going on with the research? A simple 'False' is not very constructive. this is what I observe.
When I hover my mouse over the tech tree advisor, let us say for Polytheism. The poster says it should cost 100 points. I find it is more than that based upon the difficulty and map size, and speed. Version 1.0. Maybe the patch fixes this.
On a Noble Standard Size world Normal speed, my tech is 1.30 exactly higher to research. What is going on there?

Sorry for the confusion, I should have been a bit more specific. The "false" was in reference to the supposed Human/AI research rate difference, which is even on noble, with both human and AI being effected by map size.
It doesn't seem to be broken in my last game. Though I'm not sure how to verify it, sense I can't even put up techs in the diplomacy screen with no tech trading checked.
The simple fact that I pulled away so much from the ai seems to be an indication. Though I should mention I played an archipelago which I usually dominate the AI (that's why I like it). But there seem to be a great degree of separation in score between the best AI and the worst. I can put up a save game if anyone wants.
I've tried various games with the same settings except no tech trading and tech trading allowed. I've noticed no difference in the speed in which AI civs discover technologies. Meaning, they seem to trade amongst themselves while you are unable to. Granted, this is on prince level, but even so I feel they are trading while I am unable. Its just too fast in every game that they zoom ahead.
I'm guessing that if the AI civs are unable to trade techs they make it a priority to do as much research as possible (because they aren't going to get any help) and make good use of which techs they do get researched. For example, when they've finished Iron Working, they ought to be looking out for a source of iron that they can mine, otherwise all that time was wasted.

well you were playing prince level. Even at noble the AI is very good at researching. There is the slight possibility they can trade techs at noble and above (but definately not at warlord- I had a huuuuge tech lead). But I don't think so. I just think they are able to research that fast.
And as an above post says. The human player can still seem to get to the end techs just about as fast as when they trade with the AI. So you would suspect the same would hold true for AI self-research.
The only improvement I noticed so far was being able to keep a decent techrate during the ancient-classical ages.
Still, the AI just goes away and build SDI by the time you discover Liberalism

I always turn tech trading off. As Soren says, my impression is that this constrains the AIs as well. And they still do an amazing job keeping up with science.
