This is a very stupid question, but how do I buy my production items in a town so that they'll complete the next turn? I cannot figure this out for the life of me.

You can only do it if you have the Universal Sufferage civic enabled. Then there's a tiny icon with an up arrow just right of middle at the bottom of the City Screen. -
There are two icon option in the city view that are normally grey. One is for Slavery and pop rush things and the other is for gold rushing. They are enabled by having the proper civic in place. The option will then be lite and availble, if all other conditions are met.
Such as having pop or gold to use.Comment

Ahh thanks. This must have been something that changed from the previous versions of Civilization. So my labor is "Slavery". How does one go about sacrificing population to finish production in a city?
