Resources are there in the map (although invisible) from the beginning or are creted randomly when unlocking the corresponding tech?

I've entered in WB as you say, and activated "Reveal tile mode", but stone, iron, oil, uranium, aluminium, ... (Strategic Resources) don't appear (Marble, gems, etc appears)

I thought it was the way it was but to be honest I haven't used to WB often.
