Is there any way to delete a city you don't want? The best thing I've come up with is giving it to another civilization, then invading and razing it, but I'd prefer a method that didn't involve going to war.

You cannot in stock Civ4 rules. There is a MOD already out that allows you to disband a city though. (See the Creation/MOD forum here).Let Them Eat Cake -
What they got rid of the "Abandon" option for cities!?!?
