When I offer a peace treaty to an AI Opponent in exchange for something like a tech, or gold, I will invariably get amessage telling me something like "Only one side can offer goods in exchange for a Peace Treaty", or something similar to that effect.
The thing is, when that message pops up, the AI Opponent will say something like "I don't like that deal, but do you think this is fair"? And will basically refuse the deal you offered him, but then turn around and offer the exact same deal back to you, and when you accept the deal goes through.
Here's what I think is a bug, I can force them to give me everything they have to offer in exchange for peace, because no matter what I ask for they will 'refuse' and they will 'counter' with the exact same offer.
I just ended up with 15k points in technologies for doing nothing but going to war, waiting a few turns and negotiating a peace treaty.
Is this intended? I can't seem to coax an absolute refusal out of my opponents.
