Ambiguous error message at startup

I try to start up the game and I get the obscrure windows error message. You know the one "This program has encountered an error and must be shutdown. We are sorry for the inconvenience."

Would have been nice if they coul dhave been more clear but..

Here are the system specs.

Windows XP
p4 1700mhz
Radeon 9550
512 mb RAM

Any ideas what this could be?
