I really don't like AI building space ships. I find that the best way to slow them down is to position lots bombers and fighters to boarder cities and/or friendly cities and start an air campaign to get rid of the resources the AI relies on. I like to drive them back to stone age, and much faster than sending normal invasion.

Spy wants $$$ to fund her operation and usually fail if the resource is guarded. Hell, she even failed when trying to blow up a road with no near by enemy. Maybe I am not that good luck with spy. Also, sabotage on SS project means huge money drain on my bank (usually 2-5k a pop, and fail half the time). I still think bomber with fighter escort are more cost effective.
