I thought I had duplicated this bug last night, then I found a different bug.
I was moving a galleon about 4-5 turns worth of distance and the pathing was cutting through a solid land tile. Thinking this is wrong, I moved the ship a turn away from the wierd tile.
I checked again with my original destination. Again, the ship wanted to path through a solid land tile.
When I got there, There was a city I had Open Borders with.
The Bug - Unit Pathing will take at least 1 possibly other terrain improvements into account, when you don't know the improvement is there. (This was under a normal fog of war, not the total black fog of unknowing. I just hadn't been nearby in several hundred years.)
Could this describe your bug as well?
