So last night I started a game with a culture victory in mind - I disabling all other victories to be sure. I created my 3 main cities (you need 3 cities with >=50000 culture to win this scenrio) and then another 4 around them as buffers. I was careful not to create cities in gaps that in a more agressive game I would have gone for (and then culture bombed). It was a very peaceful game, helped by the fact that I managed to convert all but two of the 7 civs to Jewish early in the game (lots of missionaries), and I managed to get a culture victory relatively early - about 1800 AD.
The key was, and I found this very interesting, to invest in as many different religions as possible... so my three main cities had ALL the religions and all the religious buildings associated with them. When I finished the game they were producing between 600-800 culture per turn ( ). Focusing on this sort of victory has definitely opened my eyes to new strategies... I totally recommend it.
