... ensure that there are a minimal number of computer opponents so they don't have time to acquire what they need to overcome your strategy...
... if you pick one CIV which, under highly specific conditions, is exceedingly powerful...
.. if you restart until you have lots of forests....
...and then restart again until you have lots of forests AND iron...
...then you can win?

ANYTHING under super-perfect customized circumstances is unstoppable. You just happened to find the easiest one.
Give me an axeman (earlier, Bronze Working unit) and I'll show you how "overpowered" a Praetorian is.
