I cant find how to Rush Buy a unit or building
Is it possible and if so how?

You need to have the right civic to rush build.

Slavery enabled by Bronze Working lets you sacrifice citizens to rush.
Universal Suffrage enabled by Democracy lets you pay gold to rush.

In the city governor's panel to the left of the mini-map. Mouse-over the icons near the top: the rush by the whip and by gold are side-by-side.
