Pacts and Alliances?

Hey Gang,

Color me confused.

I have both Military Tradition and Communism but I'm not seeing any options for a pact or even permanent alliance?

Should these options be listed down by the usual decalre war, stop trading, etc?

to be able to create permanent alliances during the game, you have to enable the corresponding option when starting a custom game.

Be aware that a permanent aliance is just that, permanent. You share maps, technology and research so it can be an interesting thing to have happen.
