    how does this accumulate and what can you do to lower it to reduce loss?

    Trip has informed us that inflation goes up over time and affects all civ costs.

    It's the new corruption and can't be countered. All you can do is reduce maintenance costs, which is the coefficient against the inflation rate.

        Or generate more commerce to pay for the increased costs

        This shouldn't be to hard to do considering cities grow over time and so do your hamlets + you can start building more and more buildings that multiply commerce as the game progresses and inflation goes up.
