(seinfeld) What's the deal... with West Point?

I've researched Military Tradition and am looking to build the ole WP... but I don't see it anywhere. I've built 8 barracks, even though it doesn't say to do so, and it still doesn't show up. (?)

One of your units need to have enough promotions I think.

My first game I couldn't built it as well, but now (with several units having 4 promotions) I can construct it.

The weird thing is that the ingame encyclopedia says 5 upgrades necessary?

level 5. First level is without promotions, so 4 promotions are needed for west point.

A barracks and one civics with +2 and you are almost there.
