Alt Tab - Web Browsing while running Civ4

While I am running Civ4, any scrolling down on web pages looks like it updates the screen in "waves". Really annoying

I have Radeon X800gt card, and use IE as a browser.

I havent seen this problem before, but its hard to identify this with a search. I know there are problems with ATI cards.

The strength and ferocity of a rhinoceros... The speed and agility of a jungle cat... the intelligence of a garden snail.

Seems to work okay in windowed mode though.
