I got to the last SS component last night and the game would not let me build it. I had every single component ready to go except I was 4/5 on the SS Casings.
I was building the last casing in a city that had small shield production and when one of my more industrious cities was freed from building a SS Engine, I figured I'd stop production on the casing in the first city and change to research, and then change the bigger city to SS casing.
When I did that, the bigger city could not choose SS Casing - it was not an option. I switched back to the original city and while the SS Casing was highlightable, the city could not start production on it. When I chose it, it would not go into the production box.
Dang.
