Civilization 4 and Priority Process

I have a question:

Why Civ4 is register as Below Normal prority in the taskbar? What is the technicall reason of that?

Do this change something to frame rate of the game? And if yes, how can we change the priority, since if we try to change the priority it does'nt work.

I think it only happens when it's minimised or when the window lost it's focus.
