Can someone explain clearly what this means?:

"...gives an unhappiness penalty for civilizations not employing this civic."

    It COULD mean:
    i) If I am in it and no other civs are, then they get an unhappiness penalty.
ii) Until a civ switches to this, they have a permanent unhappiness penalty.

    Thanks in advance.

I think it means i). And the penalty progress if more civ switches, and peaks if you are the only one not switching.

It means that if there's a civ running emancipation, then all civs not running it get a =( unhappy face in their cities (any civ also running it does not get unhappy citizens from it). I'm not sure if they stack from multiple civs running emancipation, but my guess would be that they don't because that could be a lot of unhappiness from the one civic choice... Please correct me if i'm wrong.

It's only one total. I've sent a spy into foreign cities when about 6 civs have emancipation as their civic, and there's only one showing as a result.
