Whaling Boats

In civilopedia is written, that work boat can turn into whaling boat.
But whales are on oceans, and work boats can't enter ocean. When I order to work boat to go on tile with whale, it refuses.

Am I missing something...?

I think it will be able to enter ocean tiles
if they are within your cultural borders.

Same goes for Triremes and Ironclads,
they, too, are able to enter ocean tiles as long as they are within your cultural borders

I don't think you can utilize the whales until you reach a certain tech....don't remember which one. Maybe that "silenty upgrades" your workboats to enter ocean. Unfortunately, I don't have the manual in front of me.

When your work boat is in your territory or you have border rights you can put your work boat on the whale and you lose the work boat but get the Whale .
