Available land late in the game?

I'm playing Warlord as Aztec on Standard Terra map and I'm finding available land deep in others "territory" as late as 250BC.

Is anyone else finding this? I can still culture bomb! Yay!

I haven't tried yet but is there anything you can't pop rush anymore?

If I can pop rush a setler than I might have a fighting chance at this match. (I've been farting around testing things and kinda messed up my match. But I'm far enough in that I want to save it... for the shear bloody-mindedness of it I guess.)

Just like III, I do not want to stick towns down in others land. I want to have no breaks in my empire.

You can culture bomb at any time. I had a Japanese town flip and slapped in a Great Person to bomb 4000 on it. Then I slapped in another one to add as a specialist and down the road a size 10 Osaka flipped.

I had two waiting for a third to trip another GA, but decide I wanted to hold that land and put pressure on them more than another GA.

I use the GP bomb on another town I found next to coal to get that tile. The founding did not bring it inot my borders and I wanted to rail.
