In my recent game I found Russians under Peter the Great isolated on a remote island and without any religion in their cities. I sent a missionary to teach them the true faith of Confucianism - and was really surprised when I got a message that due to the civic choices, no foreign religion is allowed.
Apparently, if you play the game in a way that no religion spreads to you and you found no religion until theology (meaning you have to always be the second one to discover each religious tech), you can adopt theocracy while having no state religion - effectively preventing any religion from spreading in your country.
While from the gaming point of view it may be a sub-optimal decision (since you won't get the xp bonus), for those who wanted an atheist communist-like state, you can always do it.
