It will be a long time before NNs will be able to outperform rules in TBS games. Creatures was created around the Alife idea, and the NNs there were very simple things, created for very small tasks.

You might have a shared learning AI that tries to adjust some parameters using Alife, and this might work. However, Alife is far from a mature technique. And adjusting parameters is not really considered a full learning AI either, even if it can get you very far.

You can't use that technique in CIV, as your pc would probably be able to handle only 4 or 5 steps, and a typical game has a long term horizon of 100 steps. A good human will think 100 steps ahead, so you need some kind of AI that will try to do the same.

I know that. That's what I wrote. It seems that CIV AI uses more or less IF - ELSE "AI"
About Deep Blue - there is a reason why it was retired after 1997. Kasparov wanted a rematch (he would play for free), but IBM was clever enough to not agree. This way they have "the world champ". Anyway, Deep Blue was completely anti-Kasparov made and it won by brute force.
