Hurry Production?

The description of Universal Suffrage says that it allows me to hurry production with gold. However, I can find nothing in the interface that allows me to do that! What am I missing?

When you select your city or go into the city-building screen, you'll see a little block of buttons to the right of the build buttons & to the left of the minimap. The top-left is sacrifice people to rush, the top-right is hurry by paying them.
