I got "plastics" last night and thought I could build offshore platform, however when my workboat was on the ocean, there is still no option to build one.

did you send your work boat over an oil resource? -
You can only build them where is oil (you can see an oil slick on top of the water.) It's a specialized improvement like Camps or Pastures--you don't build them everywhere like in SMAC.Comment

My thinking is still on previous civ level, once the city built one, every ocean square will have one extra shield.Comment
