Is it really that bad to have unhappy people in your cities?
From what I understand, they eat food (like a normal citizen) but don't work. From that, isn't it ok to just keep your city growing with unhappy people and get improvements to eventually make them happy and then you will a big boost to your economy?
Also, all an unhealthy person does is eat an extra food, right?
