Are city names always provided in the same order? i.e. Washington, New York, Boston for #1,2,3. Or can any of the list be suggested as the next one (like in SMAC) so that you don't know how close you are getting to the center of a Civ's power? i.e. New York is always a powerful city as its your 2nd oldest and has a better placement than your capital.

Okay, that's what I thought.
Hey, Firaxis, anyway to make this more random, maybe even just a change in the .ini
