I suggest nukes can be very useful even against an AI who has SDI, you just need more nukes and you need to be more selective about your targets.
If you are to use nukes effectively you really need some "grunts" to take and hold territory. Perhaps some marines nearby to sail in and do an amphibious assault the same turm, maybe some paratroopers to "drop in" or some armour to charge into a city.
If you are up against a killer AI the nukes can be very useful. Cut off his uranium, aliminium and oil and that is the end of his modern forces at least for the time being. Your job is to make sure that the temporary cut in his resource supplies becomes permanent.
BTW You might not need to do the nuking yourself. If your ally and your enemy are having a nuclear exchange and cut off uranium supplies you could gift uranium to your ally. (I have had Civ3 games in which I gave an ally the technology and the resources to nuke our mutual enemy. I didn't nuke my enemy and they didn't nuke me).
I nuked quite a lot in my last game and I have to say the global warming thing can really ruin your day. I was close to a domination victory anyway and only nuked a bit "for fun" to see what it does in Civ4, but if I would have had to play much longer, that could have been painful. I nuked three enemy cities and two babarian ones twice and a few turns later I had half the world starting to become a desert...
Aww, well... I like Panzer warfare a lot more anyway.
What u want its just game, and to be ballanced nukes have to be weaker than real...
I would not expect much realism from game where archers can take out apache helicopter.

It's 75%; but that's why you're selective about your targets. No sense wasting a bunch of nukes trying to hit an SDI-protected city you don't have to.
Though I'm a bit disappointed by the weakness of nukes as well. They're rendered practically useless by their weakness, and while this makes in many ways for more interesting gameplay, the last sixty years have been shaped extensively by the power of nuclear weapons. I wish this potency had been more accurately reflected in CIV.

Any units can do amphibious assaults now. I had a transport with 4 modern tanks which I directed toward a 1sq island city and the tanks automatically attacked the city units.
Just realized from reading some people's posts that they haven't reached the SDI age. SDI protects ALL cities. Yup ALL of them but not only that if you have a permanent alliance with someone it even protects THEM. You build SDI once and every stinking territory you own is protected by the blasted thing.
Also nukes aren't one hit KO anymore. When you actually manage to nuke a city some tiles become fallout and the units within a city only gets INJURED. Thats right a suicide artillery basically does the same damage as a NUKE. Then we add bomb shelters and nukes become WEAKER then suicide artillery.
People are quick to decry nukes as weak, but think about if they were used on you. "Instant-win" devices are only fun when you're on the giving end of them. I doubt most players would enjoy it if two AIs signed an alliance and collectively smashed 9 of your cities, specifically targeting the ones with the largest standing military or production potential, and then swept in with units before you could possibly do anything to receoup the loss.
It's a game - there needs to be a counter for everything, to some degree. You can lay waste by getting to nukes first and using them immediately; SDI is a later development, and the first person to Manhattan has a natural edge anyhow; bomb shelters take time to put up all over the globe. Like any other weapon, they have a window of opportunity. It's no fun to be the receipient of a "world against you" salvo of nuclear weapons.
1. In civ2 - capture the city - then watch the next turn as your army is swept away by AI nuke - you don't have a chance to build SDI in that city - too much power of ICBM.
2. In civ3 - to eleminta a ton of defedners + fun of watching ICBM go BOOM
3. In civ4 - launch a ton of ICBM few turns before compleating space ship - now isn't it fun
Only fun remains of watching that babyes go boom - simpy if opponent dosen't have SDI it is a peace keeper
