I have an ICBM but when i target an enemy city with the cursor, the missile won't launch. I click the red icon to target a city and then i move the target box over a city. I noticed the target box around the city is gray. None of my units are anywhere near the enemy city. What am I doing wrong? Do I have to offcially declare war 1st or something?
