Xml Problem at loading screen

i have just tried to load my game up for the first time when i get this error message :

Failed loading XML file xml\text\civ4gametextinfos.xml [.\fxml.cpp:133] Error parsing XML file -

i have no idea what i need to do and i am having trouble getting through to the support line

i have a

Nvidia 7800gtx (DX 9.0c)
2 Gig of Ram
Creative X-fi Soundcard
running on Xp (SP2)

can anybody help me please
