Alright, for those of you for whom none of the other solutions (creating a new user profile, reinstalling everything, messing with XML parsers etc. etc.) have worked, here's one that just might do it....and there's no rebooting, no reinstalling, no purchases involved!
Apparently, what is causing the game to crash is a failed attempt on the part of the game to load the sound drivers. For some reason, Windows occasionaly shuts off an important routine process that governs the Audio on your PC. This can cause a range of symptoms, such as the Windows Volume Control refusing to boot, claiming that "No audio devices are active". More relevantly, it stops CIV 4 from booting!!!
Here's what you gotta do:
1. Open Control Panel->Administrative Tools->Services
2. Here, you should see a list of things like "Alerter" and "DHCP Client" etc. with the little cog symbols next to it.
3.Scroll down to Windows Audio (it may say Windows Media on older versions of Windows).
4.Look under "Status" and "Startup". The first should say "Started" and the latter "Automatic". If they do, then this fix won't help you! For everyone else, go on to the next step.
5.If they don't say "Started" and "Automatic", respectively, then right click on the Windows Media line.
6.Click Properties. Under "Startup Type" select Automatic, and then press Apply and close the Properties window.
7.Back in the Services window, right click again on the the Windows Media line, and select start. Then a progress bar should appear to the left.
8.It should now say "Started" under status. If it does, close everything and try to boot CIV4.
