Where can I pay to hurry a building ?

I mean I want to complete an airport in my colonies on the other continent ! Where's the freaking button to pay for it ? (I have the civic required to do so - is it universal suffrage or emancipation ? I dont care I have them both !) Now where's the damn button in the city screen ?

Are you actually using the civic that allows it? I assume so as that would be too simple. But, I have yet to "buy" any production so I can't help you there.

The bottom right area of the city screen has a rectangle with several buttons related to finishing a production. They're just grayed out when you don't have the proper civics. I haven't had the proper civic to do it yet so it's always been grayed out for me but I assume they become available when you are using the proper civic.
