Culture Turning Capitals

Has anyone managed to culture turn a captial yet? Is it possible? I'm on my 2nd game, and I'm really close to turning a nearby captial - he's on 30% support. I'm wondering if it's ever going to happen...

Yes it's possible.

I turned tokyo once - shocked the hell out of me. As I thought it wasn't possible to turn capitals.

The idea is the strong culture borders are very difficult to turn. Obviously you are experiencing this. In practice, unless the capital is completely surrounded by your culture, I think it may never actually turn. But I have not seen this in the game yet.

I've got a city very close to it's capital that is surrouned on all but one side with my border and it still has not turned.
