If you hover over the one right after Noble, which I believe is Prince, it says that Prince is the first level where the player is handicapped to the AI. So Noble is the the most even difficulty level.Comment

Noble is the level at which the AI researches techs and builds things at the same rate you do.
It does not mean that the AI does not get some bonuses.
This is no different from Civ3, in that sense.
