Does the game difficulty effect fall out and tiles turning to desert?

Played on settler first and I nuked the planet to ashes and I never saw a tile with fallout and it seem to take a while for tiles to turn to desert.

according to the manual, yes.

You can see Fallout on Settler, I did on the American Revolution Scenario (I nuked those Yanks back to the stone age )
