cIV comes with c = civilization, IV = 4.
CIV = civ4 makes no sence. Later when civ5 will be released CIV suddenly is civ5?
It's either:
civ4 or CIV4 (thus civ or CIV followed by it's release number) or cIV / cIv / cIIv / cIIIv / cIV / ciV (the release number as a part of the civ name but in capitals)
Nobody on the boards will understand CIV as being civ4 specific. That just makes no sence. CIV is a brand name, the name given to the entire series. When I talked about playing civ1, civ2 or civ3, I talked about playing CIV as well.

REX = Rapid EXpansion.
The dominant Civ3 strategy for the early part of a game where you found new cities as quickly and often as possible, at the cost of growing/developing them, until you run out of new land to claim.
A term sure to see some milage until everyone adjusts to CIV:

REX - Rapid Early E(X)pansion - jumping right out the gate with settlers, as opposed to building up nice and peaceful like and expanding at a more measured pace... (emphasis on the EARLY part)
Not so useful in Civ4, excepting for levels below Immortal, and then, only for 1-3 cities (prince - immortal).
Locust - Early game Civ4 strategy revolving a beeline for bronzeworking and clear-cutting forests for the short term shield gain.
Lethal on Pangea maps if you can win quick. Self-destroying if you can't win quickly.
