In case you don't see the official site: www.2kgames.com/civ4, they have noticed the problem with some US releases getting a french poster. I haven't gotten one myself, but am impressed with what they are doing to help those unfortunates.
There is a form, short and simple, that you fill out and they will mail it to you, no charge. Also they provided a link to the PDF version for those that need it in the mean-time.
