    Though, if you are playing on a huge map, and can only build 4 spies, I would think your border security is going to be rather lax in terms of catching enemy spies.
    Yes, choosing 4 as a number is a bit rigid... there are probably several reasons why invisible spies have been made like this. The main reason may be to not piss one off too much if they become too annoying.

        I agree that the hard limit of 4 is annoying. There should be softer, more gradual ways to keep spies from becoming too powerful. Perhaps spies have their own maintenance costs, for example, or they cost a lot to build.
