    A question as I'm glaring at some screenshots...

    Can you actually cut citys' water supply ?

    Are there some other stuffs like that in civ4 ?

    I'm pretty sure that aquaducts are still city improvements so I doubt that you can interact with them without controlling the city. They've just changed the way improvements and wonders display such that you can see them on the map since it looks cooler.

        Yeah there should be an option where you can do some state terrorism or fund local rebels. Off course if the civ found out you are responsible they have a valid case to declare war, probably with some allied civ's that agree you are in the middle of some axis of evil
