                        Depends whether or not the SDI and/or the bomb shelter are in that city.
                        City without shelter and SDI fails/doesn't exist: 50% pop reduction
                        City with shelter and SDI fails/doesn't exist: 1-2 pop reduction

                            As before, they reduce the number of population points by half, unless you've got like a bomb shelter or something.
